According to historical sources and archaeological excavations conducted in different parts of the city, it is known that there was a settlement here at the beginning of our era. It is mentioned in written sources that the city was built as a fortress city by Shah Khosrov Anushiravan from the Sassanid dynasty.

In 1981-1983, the ruins of the ancient city of Shabran were explored and uncovered, and extensive historical and archaeological research was conducted there. The first sewage system in Azerbaijan dating back to the 9th century was discovered in Shabran. Remains of aqueducts and the first streets in the medieval period were discovered in the city.

Thus, according to the decree signed by Heydar Aliyev in June 2003, the ancient Shabran city and Chiraggala monuments located in the region received the status of historical reserve.

According to the "Capitals of Folk Creativity" program of the Republic Ministry of Culture and Tourism, the city of Shabran was declared "Capital of Legends" in 2011.
