Mingachevir is also the fourth largest city in the country in terms of economic potential and population and is a center of energy and industry, science, education, and culture. Mingachevir region was built in connection with the construction of a hydroelectric power plant on the Kura River. Mingachevir reservoir is located 3 km to the northwest of the region. In 1945, the construction of a large hydroelectric power station began on the site of the Kura River passing through Bozdag. Varvara HPP is located 18 kilometers below Mingachevir HPP. The largest thermal power plant in the South Caucasus also operates in Mingachevir.

The 17th-century Turkish traveler Evliya Chalabi described Mingachevir in his Travelogue as a large settlement on the right bank of the Kura River, near Boz Dag, where there were workshops, artisan quarters, madrasas, and mosques. Mingachevir was known as the most cultural center during the development of the Albanian state.

Near Mingachevir there is an archeological historical and cultural complex of one of the most prominent sights of the whole Caucasus - the ancient settlement of Sudagilan.
